Try pine shavings if you have any. You may be able to use turf type carpet pieces in their nest. Your local feed store may have nest pads that are made for nest boxes or maybe you can order them online.
I also have golf balls on my nest boxes and all of my girls lay in the boxes. I had hay in my nest boxes but they would kick the hay out along with the eggs. Now I have Spanish moss in them and they don't bother. If your birds combs and wattles are getting pretty red they are probably pretty close to laying. Have they started squatting? Also another indication that they are getting ready to start laying. Most of my birds started laying at 20 to 24 weeks.
