My hens don't have tail feathers

A couple of my Andalusians and Wyandottes don't have tail feathers. When they were small and in a small brooder there was some pecking and I figured that when they got to a larger place that would stop and the feathers would grow back. The pecking has pretty much subsided with the larger place but the tail feathers haven't grown back. They are now 3 months old now. Will I have to wait until they molt? Or will they ever grow back?

My GSL was picking on my other GSL and she lost her tail feathers and they grew back in about 3 and a half months, So they should grow back.
