My Jersey giants

Hello! I have two, 4-month old Jersey giants, but I suspect one may be a male. Not a lot of aggressive behaviors and no crowing, but do you think she may be a male? Here are the pictures. One question as well, I have one other chicken besides those two, and if we have to give away the rooster due to the town ordinances, can I just raise one more chick? Or do you have to raise more than one chick at a time. Thanks!

I'll say pullet too! In my experience I've found that even the females seem to mature in that aspect quicker than other breeds!
