My 4-month old leghorn rooster is very emotional,He seems to be crying when upset, his eyes start shining as if filled with tears. Then he makes a different complaining sound as if he is trying to communicate with us the reason for is sadness and whenever we talk to him,he tries to give some or the other response by making odd sounds. He is not ready to socialize with other chickens and he want to be in the human proximity. He also loves to be hugged and cuddled. Is it normal

IMO no.
He sounds very unhappy. You should consider rehoming him.
Give him to someone that understands poultry. Someone that will let him live like a chicken and he will be happy and thankful.
If you insist on keeping him maybe look into getting yourself registered as his emotional support human.

Hello its very urgent But my roosters seems to be tearing up and he is very tired.he is also getting very hot too.i don't know but im very scared please help me
Can you get a good clear close up pic of his head and one of the whole bird?
Seeing these things rather then just hearing a description might give others a better idea of what's going on.

I would start a thread over in the Health forum. You can also hit report on your first post and ask a mod to move this one there for you.
