Your set up may to too drafty for quail chicks. You will never be able to keep the air temp at 95 degrees and the open sides are going to draw in cool air. Quail babies are very susceptible to dying from drafts and cool air during their first few weeks of life. It would be best to cover the sides, at least half way up, to keep the air warmer and still.

thanks for your concern like i said this is not the brooder for the newborn. The quail chicks which i gonna put in here will be feathered up and like you said it can be covered by the sides and now their will be no problems because our province is been hold during this week in the hands of a heatwave and it is very hot here. Very good climate to breed quails
