Should I give them human antibiotics ?

It looks like it could just be missing feathers in that area. Do they fly up and hit the top of the cage often? That could be what the others died from.

What form of heat are you using? If you're using a brooder plate, it may be too low causing mild burns. The area doesnt look red, but just a suggestion.

Can you get a side profile of the chick?
Hold off with antibiotics. We dont want to do more harm than good by jumping to conclusions. If it turns out to be something of that nature, we can suggest poultry safe antibiotics/maybe an ointment.

The baby quails sometimes fly but not a lot, they are 5 weeks old, so I removed the heat lamp, I think they died from over heating.
