My supposedly broody hen’s laying anywhere and my other hen is eating it!

Hi, so my hen which I don’t know her breed but when I bought her full grown the seller said she’s broody. I introduced her to my flock and waited to see when she lay. It’s been like six months and last week we noticed she was extremely dirty back there so we cleaned her and saw that she was puffy/big back there. Shortly after she laid an egg on the ground and the rooster and other hen quickly began pecked at it. We paid close attention to her after this but now today almost a week after she laid another egg on the ground and the rooster and hen pecked it. What does this mean? And what can I do?
Edit: here’s a picture of her

How long did you quarantine the bird before you introduced her to your flock?
What is your flocks diet?
She doesn't know where the nests are.
So we got her along with two chickens we didn’t know we had to quarantine which did result in everyone getting sick but after lots of medicine they’re all good now. They eat Blue seal Home Fresh chicken crumbles along with occasional treats (oats, fruits, veggies). I don’t really think she doesn’t know where the nest is bc she lays under them a lot and our other hen uses them but it could be a possibility. We were thinking of placing her in them so she gets use to it.

This is the specific food
Ok, so. Roosters really shouldn't eat layer feed long term, it has too much calcium for a non laying bird. 16% is the minimum protein they can eat and still be productive, I'd recommend you switch to an all flock or grower feed with atleast 18% protein and throw out oyster shells for your layers
