Mystery to me!

Hello! Wondering if anyone can help me identify this guy. Well, I’ve been assuming he’s a guy, but a bit of an anomaly that doesn’t fit most things I’ve read about cockerels. Here’s a little bio:
- 13 weeks old
- extremely slow to feather. Took at least a month longer than our hen
- no long tail feathers
- not sure if there’s saddle feathers?
- started crowing in the last week, crows multiple times a day.
- partially feathered feet
- quite small (bantam sized?)

I have no idea what breed, but mostly wondering if this is, indeed, a boy?!

Looks like a cockerel,, and if you hear crowing,,,, yes. Cockerel.
Not very familiar with his breed. To me it can be a mix with some Swedish Flower genes.

Certainly a boy! He looks like an Olive Egger, and perhaps not an F1 but a later generation. Cackle offers a very similar looking Olive Egger with Welsummer and Cream Legbar genes, but they don’t have feathered legs. I would assume there is some Marans in the mix to darken the egg color, which would result in feathered legs.
 
100% a cockerel. That big comb is your first indicator at this age. He also has a male specific feather pattern and crowing is a telltale sign.

He mostly looks like a mixed breed. Could be some sort of OE or a hatchery hybrid.
 
Thanks so much everyone! I’ve been sure he’s a boy but his lack of tail feathers and small size got me confused! These are our first 2 chickens (pretty sure the other is a bielefelder, she seems pretty textbook!). Never could have imagined how much joy 2 little chickens could bring!
I’m sure I’ll have many more questions along the way. Thanks for your help!

The other girl is also some sort of Olive or Easter Egger. They're a beautiful pair.
