need help with brinsea octagon

I have had this bator for like 5 years. never had great hatches but better in the winter. i think its the humidity.what can i do to fix this? or is it better to just find one that checks the humidity. I am going to buy a new fan as it is quite noisy. I tried silkie eggs, barnyard mix, cream legbar. i clean after use
 
yes, eco 20. i tried adding more water, less water, dry hatch, vents open the whole time vs half closed.
i did have one and two temp gauges. i figured out the temp to .5 of a degree. so i figure its the humidity. i live in oregon and its humid here. i think i do better in the winter as the pellet stove is on so less humidity in the air...
