need help with incubator

Ok made my first dyi incubator.I used a t stat from a water heater.I can get it to shut of at 99.5 but it wont come back at right temp.the temp now is 89.8 and it is still off.any one have any ideas?
 
Well I sit and watched stuck some ice in a pan and the temp dropped to 79 degrees and still would not kick back on.I was impatient so I fiddled with it to kick it back on.I dont know if I got a bad t stat or what.Im sure the eggs under a hen loses a few degrees when a hen goes to drink and eat but I dont know about a 20 degree drop in temp.im not sure what to do.
 
Well I stayed awake wondering what to do.I went into the room and started looking into the closet and seen a small heater we use in the winter.I remember seeing a incubator made from a wine storage with a heater lime I got as the heat source.so I took it apart and got the t stat and it works a lot better then the water heater t stat.the temp will only drop down to 93 degrees before it kicks back on.that small of a drop should not be that bad? What do u guys think? What is the lowest temp ur t stat drops before it comes back on?
