Please describe the problem. I see nothing wrong other than confining chickens with chicken wire. Or are you talking about the messy vent feathers?

Looks like a messy butt, but the picture is out of focus. Can you bring her aside and get a better picture? Look for any prolapse ot the vent sticking out, and you might even want to bring her inside where it is warm to give her rear end a soak in warm soapy water. Look for any feather loss or anything oit of the ordinary.
