Should I close off my nest boxes from 13 week old pullets in order to encourage them to sleep on the perches?

Yes. Are the roosts higher then the nest boxes? Keep the boxes closed off till they reach the point of lay. You don't want them sleeping in the nests. Where they sleep is where they do a lot of their pooping and you don't want dirty eggs.

They like to roost at the high point. Adjust the relative heights so the roosts are higher than the nest boxes.
