Neighbor keeps feeding my cat... suggestions?

Keeping a cat indoors is cruel IMO.

Also this thread is got old and I think the problem is dealt with so I'm probably going to lock it.

Cruel? Indoor cat are proven to live longer, maybe even happier lives. Outdoor cats face many dangers such as predators, cars, mean people like your neighbor, parasites, diseases. Granted, cats kept indoors aren't guaranteed to never get parasites or diseases but their chances are much decreased.
