Your neighbor has no intention of correcting the situation. So don't talk to him about it. If he asks if you've seen his roosters, raccoon etc. Just tell the truth- you haven't seen them (because they are pushing up daises). Can you put up electrified fence between you and him? It will teach the raccoon a lesson also.
