nest placement

Jewel has been on the nest for over an hour now. It's very hot, she's panting. I don't have power out that far, so I can't put a fan. I did put a ziploc full of icecubes in with her, but she's afraid of it. Any other suggestions to keep her cool? None of the other hens has an issue like this, they go in and pop out an egg, done. Would it be possible to move her nest for laying into the block well house? How would I get them to go in there just to lay?

That happens alot with my chickens too, so unless they are really laying the egg, I just take them out and put them in front of the waterer. I'm hopeing kind of that somebody might have a better idea as well, because I can't be their for them all the time in roasting weather.
