New baby in the flock

I started my flock with two chicks and two weeks later I got two more I wasn’t going to get anymore until we got a call from Ace hardware saying our chick was here because we were on hold we forgot about it because we had already got the same breed. However we had room for one more chick so we decided to get her. But is seems like the chicks we got in pairs are really attached. The little chick we got was following on of the bigger ones and she was being nice to the baby but the other bigger one started pecking her. She keeps pecking her and now I’m seeing one of the smaller paired ones doing it. I’m not sure what I should do. I’m sort of new to this. Are they establishing a pecking order?? Or are they bullying her?

What breeds are the two pairs and what breed is the single chick?
In general, it is not a good idea to introduce a single chick into any flock. It can be done but it takes a bit of time.
