Got a new rooster today. His tail feathers are missing. Owner said it was because the other birds plucked them out. Will they grown back?

Could he be molting? Roosters periodically lose their tail feathers. They grow back.

I haven't checked him over that well. It's possible. I was just wondering. They don't look the same without them!
