So my brother and great niece came home and brought four new additions to my flock with them, they said the feed store owner said they were a new breed. He said they are a White Rhode Island Red are those a new breed?

No, Rhode Island Whites are a very old American class breed that was developed in the1880s, and admitted to the APA in 1922. It is a white variation of the Rhode Island Red, and a hardy, dependable breed that lays very well.
