If you can't make a permanant run - have the tractor where you can take it in and out of the garage. It will of course have to have a wire floor.
There are several tractors on the coop and run page with detachable runs. I would think something similar would work for you. Just take the tractor up to a pop door on the garage, open the door into the tractor, the chickens will walk in, you close the door and take the tracter where you want it.
