Hello from North Alabama. Without getting to personal, location means everything. I'm in Huntsville but outside city limits. I go by county rules, not city rules. If your in a HOA, many of them don't allow chickens at all. Some newer neighborhoods don't have HOA's, the one behind me, has an HOA, that only half the people are in. If you want to pm me, or comment here, I might be able to help, or at least steer you on yhe right direction.
