Welcome to BYC from Wisconsin. I am terrible with bird breeds so I will not guess. There are others on the site that are experts on the different breeds. I am sure someone will have an idea.

looks like a game breed to me. Put game birds in the search box - hopefully you will find a thread for them and I'm pretty sure they can answer your questions.He also appears to be dubbed - which is what they do to game birds.
