but kind of crazy my city is requiring me show proof of registration to keep my 4 hens within my city limits

I live in a residential zone with a 2 chicken limit and up to a $1000 fine, but nothing happens if no one complains. I have more than 20 chickens, but that number goes down when they are ready to be processed.
