New rooster comes with a vexing problem...

I'm wondering whether anyone has seen this before. I just brought this year old, cochin frizzle rooster home today, and once he started walking around, I noticed the "issue". My first thought is that it might be a form of wart virus that's gone crazy. He doesn't seem bothered at all, and the previous owner didn't even know he had it (I have no doubt she didn't, I know her very well, so I don't feel duped.)

Anyway, any ideas? Thanks in advance!
 
I'm not sure if scaly leg mites would cause that or not. But, I would put some antibiotic ointment on it. Then you can put vaseline on his legs.

Hopefully, someone can help you with this.
