New Shipping Charges?

I heard from a friend of mine that shipping adult birds was going to be more expensive this year? Someone said there were going be handling charges? Was wondering if anyone knows what this is?

Also not sure if this is in the right section...

I recommend just stopping by your post office where you would be shipping from or receiving fowl to and ask the PO.
