I know that sometimes these issues with city ordinances came up. I was lucky that our chickens were grandfathered in when they decided were were city instead of county. And if suddenly our chickens hatched out some ducks, who could discount that kind of miracle as fraud? And those turkeys just landed in our yard and never left. Yup, they just came here. We're only feeding them. And if one disappears around Thanksgiving and then a smaller one comes back, we'll say it's reincarnation, hahahaha!

Hopefully you can sneak in a couple pullets. There are some pretty quiet breeds out there and, if you keep them in a little inconspicuous coop, I think you could get away with it.

I re looked and whilst I can't find the exact ordinance I think the coop needs to be 100 yards away from poperty line. My lot is not that big so that is an impossible stipulation. besides I don't have a coop just a covered dog kennel that some stray birds decided to roost in.

While it's not the most...hmm...legal thing to do, you could always have your coop hidden away in a "tool shed". The main issue that I think you'd have is that you couldn't let them free range unless your yard was hidden from your neighbors. That and you'd have to supplement lighting and keep them in a much smaller area. It depends on how you want your hens' quality of life to be. Loads of people keep their hens in a small area and they flourish. Others can't stand to leave their hens locked up and they need to let them out to range. It all depends on your situation.
