New to the chicken world

Hi I'm new to the chicken world but anyway we plan on getting 4 chicks tomorrow but I was doing some research and didn't even know that I need to get a permit with my town (Framingham MA) I printed it out but I'm not understanding the part that says I need a certified letter to give to my abutting neighbors. Does that mean I make a letter up print it and bring to them? Anyone from Framingham that can help me?

Not from Farmingham but when I had to do the same thing it meant me knocking on the neighbours door with a letter and having a chat as well as giving them a letter. It should say what you are going to do in terms of how many chickens, position of coop and other factors. I suggest maybe inviting them round because mine certainly did have questions. Maybe avoid cockerels if neighbours are overly concerned about noise? Hope this is helpful to you...
