Yes this is ok. You should offer them a perch but if they choose the straw that's alright too. What breed are they? I ask because I raise silkies and they much perfer to sleep in a pile on the shavings rather than pearch. But I would still offer your birds the chance to perch if they like. They might out grow this behavior depending on breed and later decide to start perching. I would not worry as long as they are safe. Just make sure they have a perch available if they decide to want it. Silkies like mine can't fly very well and it seems they feel safer together on the ground in shavings. Mine have always slept that way. I hope this helps.
