No chickens in Mendota Heights Minnesota Need Help

My brother wants a few hens at his new house in Medota Heights MN. City Hall not helpful ordiance I think was vague. What does he do now?

Does your county have animal control? Go on line and try to find something about it or call them. St. Paul just passed a new permit process. You can have as many chickens, (no roosters) as you want as long as 75% of the neighbors sign the petition saying its OK. Also you have to have 4 square feet per bird. Good luck!!! This can be very frustrating!!!!
