I have 4 hens. Of the 4, only 1 is laying. She was born on April 1st 2012 and is a silkie. I have a bantam cochin who was born in April also and hasn't ever laid an egg. I have a standard cochin and another silkie-both born early summer and nothing from either of them. If they were born at a time of year which they'd come into lay in winter-would they just wait until spring instead?
 
With the amount of daylight we are currently receiving (10 hours per day where I am), unless you are using artificial lighting to raise the amount of perceived daylight to 12-14 hours they will likely wait until Spring. I have had young pullets start laying in late Fall, and keep laying throughout Winter, but it really depends on the bird and breed.

If you are interested in the artificial lighting topic, search around this site--lots of good info. We do use it for some of our birds, and it does work well.

But some breeds seem like they could lay in complete darkness
