no feathers in the back of the neck!!!! is that normal??

my chick has not feathers in the back of the neck!!! how can i help him/her so they can grow pack!! eats drinks well. maybe the other guys are pecking on him/her??? but i dont seem them doing it?? so i really dont know!
other than that my chick looks happy!!
