I have 12 hens and one rooster, all about 16 months old. The rooster has gotten very very very aggressive with the hens (and my husband and myself but that’s beside the point)…

Some roosters are just not worth keeping.

By 16 month he should be over the usual teenage behaviour and have settled in. And if the hens don't accept him and he attacks the human carers as well, invite him to dinner and thus at least enjoy his only quality:
