Not leg mites

For over a year, one of my girls has seemed to have scaly let mites. She is a rescue hen so came to me with it.
I have tried everything. Neem Oil. Oil baths. Mite powder, mite repellant.
None of this has worked
She is really happy. Full of energy and one of the biggest and busiest in the flock. She show no other signs of having mites. Nothing in her feathers or comb. No lethargy or health problems.

Could it be she simply has deformed leg scales? We must have had a few scale cycles by now, and with the various treatments...how can there be mites causing it?

I dont want to leave something untreated. But I dont want to keep treating if it's no necessary.

Could it be something else?

Could you post a pic of her legs? It is possible she just has rough legs.
