NPIP sanitation rules and free ranging?

I'm considering getting NPIP certification for my flock, so I can sell a few hatching eggs or chicks. In looking through the sanitation requirements, my understanding is the birds need to be protected from wild birds with some type of a roof covering. My birds are out free ranging all day. If I were to have a 'breeder' group that is NPIP, and a 'layer' group that free ranged, but could come up next to the breeding pens, is that allowed? Also fuzzy on the rules that babies need to be in an area where we change clothing and shoes to go in. Thanks!
 
I believe it is an all of the flock thing or none of the flock.
Have you contacted your state yet to ask them?
The rules vary per state.
