Can someone explain this to me. Who exactly are they? Are the an organization, or affilliated in some way with the government? How does one get certified? Is it a yearly thing? Does it cost anything?
 
No, they won't destroy your flock. They will just say you are not allowed to sell or ship birds or eggs out of state. It's easy enough to get certified, and free in most states. Cheap in others. Call your state Dept. of Ag and get a tester to come out. If your birds test positive for Pullorum/Typhoid or AI they will just quarantine your flock and not allow you to move birds/eggs in or out.

I am trying to get certified, but they are not being very helpful. It varies a lot from state to state so you have to contact the person for your state. It is free here. The lady told me that if our birds did test positive they would be destroyed. That turned me off for a while, but then I realized that if my birds were positive with something that bad it would make no sense to keep them anyway.
