Odd muscovy drake behavior

This drake has been exhibiting this behavior for the past week. He is one of two drakes in a small flock. He is one year old. This is our 3rd year raising them and I haven't seen this behavior before. It almost seems neurological and my wife thinks we should euthanize him incase this could spread.
Our hens have all the fertilized eggs we need for the year and are starting to sit, we are considering culling both drakes with the new stock on the way.
Has anyone seen this before? Is it mating behavior?
