When putting food/water out for my flock this morning, I saw something I've never seen befote. One of my 12 week old BO haf want looked like standing oil on her feather lines. Is that normal?

Also, I've heard that roos have oil, hens not so much. Is this true? This BO has almost no comb and no wattles yet
