Oh no, if that age is accurate that's definitely a cockerel. Male specific feathering doesn't generally start coming in until about 12 weeks, so you're not likely to see pointy saddle or hackle feathers for another week or two. But a female with a comb that big and red would be laying or just about to start...and even the most precocious production hens don't start laying at 10 weeks.
