ONE 8 weeker picking another?

Hey Chicken Experts,
I have ONE white crested polish (Ruth) that is violently attacking my other white crested polish (Helen). While Ruth doesn't actively seek Helen out to attack, whenever Helen comes near Ruth, Ruth fluffs up and stands up tall and pecks the back of Helen's neck. Helen is terrified of Ruth at this point, and while she hasn't yet drawn blood, I would like to avoid that. They have ample space, two separate feeders and watering areas, and all the rest of them welcome Helen into their space and have already established their pecking order. I have Ruth separated within the coup right now, so that she can still see everyone, but so she can't attack, and to give Helen a little time to get a little bigger without being a nervous wreck all of the time. Does anyone have any other suggestions for me or insight as to why my chicken is singling out one bird in the flock?
