One egg hatched will the other one hatch?

I have a hen that was sitting on 2 eggs. Today is the 21st day and one egg hatched this morning. She is still sitting on the other one. Could it still hatch? Thank You!

Did she sit on them both at the same time?

She sat on them at the same time. I am not sure if it is developed.

If it was fertile it should hatch within 24 hours of the first unless it was added to the nest after the first.

my hen is laying on 9. on the first day she hatched one and thought the others were duds then day 2 two more came and day 3 a fourth. 4 days later... number 5 is a maybe.... Give her a few days.
