One Hen Scratching All Bedding Out of Coop

I've had chickens for 10+ years now and I have one hen that scratches all of the hay/straw/wood chips out of the coop whenever I put more in. She gets it out of the nesting boxes which have a significant lip on them already. I'm to the point of considering culling her because the hens are starting to lay again after not for the winter and the eggs break because of the lack of bedding. She is 3 years old and has not done this until recently. I've thought about trying sand instead of straw or wood chips but I'm not sure how that would work.

Try nest box mats. It's just squares of artificial turf that fits in the nest box

I tried that coconut stuff and they wouldn’t use it. I like Astroturf, because you can just shake it out most of the time.
