One more chicken

I currently have two chickens. The town laws say that we can keep 2 fowl. I just hatched chicks and fell in love with one. I want to keep it. I have been told that I would have to go before city council to change the law. One of my neighbors loves my chickens and the others don't. What should I do?

You can keep it on 'down low' - never allowing more than chickens at a time to be seen out in the yard. Or you can fight the fight with city hall. You might see if you can band together with some like-minded locals??
