One of each or two cockerels?

Here a picture of my two 8 weeks old Plymouth Rocks. Frankie on the top and Rocky on the bottom half of the picture. Whilst I’m certain that Rocky is a cockerel, I’m hoping Frankie is a pullet. They were both slow to develop comparing to the other breeds I got at the same time and at first I thought I’ve got two males. Regarding the comb development at this stage though, could Frankie be a girl?

On my phone I can't get a good view of the pictures in this format. Is Rocky whiter thanFrankie? It looks as if both birds are similar. In pure barred rocks the males should be lighter in color. Frankie is a pullet. If Rocky is as dark as Frankie, Rocky is not pure barred rock or Rocky is also a pullet.
 
We‘ve been looking at that too and aren’t a 100% sure. Rocky might be slightly lighter, but then it could be just wishful thinking…
