I've been checking the ordinances of having chickens and a rooster in Brownsville, Oregon. So far no such luck. Any suggestions on how I can figure this out?

Call your town clerks office. They should know. I did a quick search and couldn't find anything either. If they don't have a livestock/poultry ordinance then it falls to the county ordinance. If neither has one then you're allowed chickens.

If they say you can't ask where the code is written so you can read it yourself. Sometimes clerks give opinion not the code. Opinions of what should be are when there is no county or city code. If there is no code then you can have them. Noise ordinances and any other code of shed/out building placements or building permits, animals at large and the like apply.
