Use a piece of all thread from the hardware store. Bend the ends at a 45 degree angle and make those 6" long. Drill 2 holes to put the all thread through on the bottom front of the tractor and bolt on the handle. Buy a hand cart at your farm supply. Make sure that the all thread handle is long enough to fit the deck plate of the hand cart in. Viola front wheels for your tractor. Leave a 4" space between the handle and the tractor so you can steer it.
