Over the stated limit?

So I live in a rural subdivision where chickens are allowed, hens, no roosters. I was told by one the limit is three and when I called the city they said you have a max 4 animal limit.. including dogs, cats and chickens. I am guessing they list them as pets. So how many of you have chickens OVER your stated legal limit and by how many have you gotten away with? I dont want to do it and be spiteful and intentional in being illegal but I already have 5 chicks that will go outside. They have a nice coop and run when the time comes and it isnt unsightly. I have a neighbor that has at LEAST 8 because she lets them run around in her front yard for all to see. Obviously she hasnt been cited. I have 5 for sure and was considering one more at my utmost limit.. '
 
If nobody complains you will probably never have a problem. I doubt there is a full time pet counter running around making sure everyone is compliant.

I am only allowed 24...And I have twice that number that will ship to me as soon as they hatch adding to my current 13! I live out in the country and have over an acre. I think those who wrote the laws didn't know a thing about chickens. My land can support way more chickens. Not that I will keep all 61 past maturity.
 
I am allowed 15 I have a few more then that shhhh but don't tell. I don't think the city even knows. I had to tell the animal control officer what the ordinance was. I know here if you have more then 4 dogs you pay a fee for to have extras. i would look up the city code yourself.
 
I am allowed 15 chickens and 50 chicks up to 4 months of age. I think as long as no one complains you'll be fine. AC came and checked my coop because our neighbors complained. We have 2 acres, the coop is way in the back. They just looked from my front yard and asked how many chickens I had. Said they were fine and left.
