Panting chick in bator

I have two chicks that have hatched so far today with tomorrow being the big day. One of the chicks is panting. Is this normal? I have a still air incubator and the thermometer is reading at 99-100 degrees. The other chick seems to be just fine. Should I take them out an put them in the brooder now or should I leave them there for a while longer?

Also, should I take out the shells that they have hatched from.

Thanks. I will take out the shells, however now that the chick is resting she seems to be fine. Maybe she just got too excited and ran around! LOL!
