Pecking feet

My top hen is pecking the feet of the other hens. I thought it was boredom because they couldn't get out because of the snow but the snow is finally gone and even though they are out, she is still pecking feet until they are bloody. I tried a head of cabbage. What next? I have her seperated and she is not happy.

We had this happen with an older hen pecking some new ones..Pecked the toes right off of both feet in one day of this lady we now call Stumpy..We put her in a cat carrier and kept her inside till she was healed. Now, she gets along just fine. Just cant scratch in the dirt...But, runs with the rest of them
