pecking on pullets head

We have one beautiful EE who is the smallest girl who is getting her head picked on constantly. We've tried the Blukote but it's not working. She is also the one the others try and keep from the feeder or prevent her from taking treats on the floor - they will run across the run and coop to keep her from food - She still fights back and gets in the nest box laying the most beautiful blue eggs, - but what can we do to help her poor purple head - some posts say coal tar - others say l “Rooster Booster, Pick-No-More Lotion”. Any recommendations? pros and cons?
 
If you can pick out who is leading the bullying you could cage them separately for a day or two, within the run but unable to join in the group. This will mean she loses her place in the pecking order and won't be so inclined to bully. But sometimes personalities just clash as my Mum has found out. Her beautiful, gentle, big blue Orpington (that we raised for her) has been bullied by a much smaller English Araucana to the point where she was almost starving, despite multiple feeding stations. So she will now be living with the Pekin Bantams once she has recovered.

we can definitely add another feeder and spend more time watching who is the culprit

it's not size of the coop, it seems to be her size - we really need to watch to see who the worst are with the picking - the coop inside their section is 16 x 7 with another 3 x 4 section - for 13 pullets - the run is 10 x 16 enclosed - she just seems to be the lowest of the pecking order and the smallest
 
the food is new country organics layer and they get unlimited oyster shell and grit you can see on the wall - and they get extra treats, greens, sunflower seeds, berries, apple cider vinegar in the water
 
Im the grandmom here - my daughter says a great deal of pecking on her head happens on the roost when Sammie likes to put her head under other chickens and not her own wing???? She will be pushed out of the feeder when they all go to it at the same time or when treats are thrown, but she does jump in for treats and will also go back into the coop to eat when the others are busy - they will push her out of a nest and she'll go into another - they've been together since a few days old
