Oh, sorry...I'm convinced just from the vids.

I don't doubt that it happened, I just think it would be fascinating to see a pelican swoop down and nab something with that big bill. Unless it were MY chickens it was after...

They probably are - most everything else with feathers is protected. One would have to call their state DNR, Fish and Game, or whoever is the expert in their area on such laws. I'm guessing yes.

In texas pelican are protected they have low numbers from my understanding
