Persuasive Speech-Backyard chickens

I have to do a persuasive speech, and i chose changing the ordinance for chickens in my town. Other than it being not allowed, i do not believe it has been fought thoroughly in my city.

With that being said, the people who have delt with this, what has been the biggest reason you have been DENIED the right to chickens. (gotta show both sides here)

And what changes were made to allow for fowl?

Although chickens are allowed in my city, they were not allowed in my neighborhood by-laws. My old neighborhood was started in the 1920's and they were trying to keep out "immigrant riff-raff" Noise, smell, and disease if people do not care for them properly were the cited reasons, but it was more of a socio-economic thing.
 
That is actually really cool......it sucks but it gives historical point of view.
 
If you randomly research cities across the nation you'll see a trend. Those that have newly permitted poultry or are high population density have basic guidelines. No cock birds, noise level. Limit to number of hens, sometimes set limit or dependent on acreage, odor control. Set back of coop from neighbors buildings of 50 or 100', noise and odor. No animal at large, basic guideline for all owned animals, must be fenced or penned.

And some are down right rediculous. Not allowed to compost but must put dirty litter into sealed containers for waste removal. Some towns even stipulate your not allowed to kill your poultry. This makes no sense and only promotes people to break the rules of number of poultry allowed. If a bird losses good production of eggs by end of three years you can't cull it for stew rather keep feeding a bird that doesn't pay it's weight and can live naturally for 8 to 10 years. Obviously people have to have more than 6 birds if they want eggs to eat or have to cull birds illegally. I for one wouldn't obey such a stupid law. If I raise a bird and want to eat it I will. If an ordinance states I can't sell butchered birds that's all well and good but I'll **** well eat them.

What is not stipulated in ordinances and should be in residential areas is to require a person to stipulate which proven effective means they will use to combat rodents. That is something that is overlooked and a real problem. If several colonies of rats, mice, chipmunks or squirrels start living in a back yard they will spread to neighboring houses. That truly is a nuisance.
